Why do adhesive layers more often have thermoplastic and thermosetting properties?

I read the following in a book: "With the exception of special silicones […], only base monomers capable of forming thermoplastic and thermosetting adhesive layers are used as adhesives." (Habenicht, Kleben 2006) My question is, why? Does it have something to do with the fact that thermoplastics and thermosets are more common? thanks in advance
