Does simply shining a laser pointer into the sky in the dark constitute an interference with air traffic?

Or does this have to be proven first? Or does the spotlight have to be aimed specifically at an aircraft? And how will the regulatory authorities prove that it was possibly aimed at an aircraft without any evidence other than the pilot's own statement?

How should I explain this to my employer and who can I still trust?
