Cat droppings in the garden

The neighbor's cat is shitting all over the garden. What should I do?

I have a problem with my neighbor's cat. Several times a week, the cat comes and poops in the garden or pees against the patio door/house wall, etc. It smells so bad that I constantly have to clean everything with the garden hose. What can I do to keep this cat away?
