Hm, there is a lot of room between the two bands

New Order, OMD, Visage, Clan of Xymox (politically questionable), Kraftwerk, Anne Clark, Fraktus, Soft Cell, Alphaville, Camouflage, Erasure, Gary Numan, Yazoo… to name a few classics.

And then I have a few lesser-known and more modern bands from the genre and similar genres:

Welle:Erdball, Dead Lights, She Past Away, Lebanon Hanover, Molchat Doma

Raskolnikov are more in the direction of post-punk and shoegaze, but still have strong influences from synthpop
