Substitution procedure not possible?

I'm currently experiencing a bit of a dilemma. I've applied to several dental schools but haven't received an offer yet, and I've been placed on the waiting list everywhere. However, I did receive an offer for another program, but I didn't accept it immediately because I wanted to wait until the end of the coordination phase to see if it was still realistic (based on my ranking on the waiting list) to participate in the waiting list process, so I'd have a plan B in case it wasn't accepted.
The application portal is no longer accessible, which I wasn't aware of, and the coordination phase doesn't end on August 28th as originally announced, but rather on August 24th. My question now is whether I will even be considered for the waiting list procedure, or whether the course offer will be accepted automatically? And if so, whether I can still manually decline and apply for the waiting list procedure.

I would say that it was bad and partly also blamed. As a follower you get as good as never a place of study, especially in popular courses.
The offer was an offer you had to admit. So that’s what you’re doing.
The deadlines are openly visible everywhere on the sides of the corresponding university.
