You might think the right thing, but you can’t just describe the sidelines: try this here:

It is expected that snow will also fall in Palestine this winter.

One expects snow to fall in Palestine this winter.

What is what and why?

Yeah, that’s right. But in both main sentences you have an impersonal subject (it and man)
