Stripes on screen?

I recently reinstalled my old GTX 960, and it still has the same problem as before, so I got a new one. It displays these bars across the entire screen, but the mouse pointer is over the bars and not obscured by them, and some Windows popups or interactions make the bars disappear wherever the window is. Here are a few examples:

What could be causing this, or is it a hardware defect? ​​I'd be surprised, since these specific elements aren't affected and not everything is striped. Is there a way to fix this?

Gehe in ein Reperaturcafé oder in einen Reparaturladen in deiner Nähe und frag, ob man dir dort die Grafikkarte reparieren kann.
