In the drugstore market there are special colours for fabrics. I would only advise you if the cardigan is really 100% cotton. Mixtures such as sythetics and elastane do not take the color exactly as cotton.

Addition: Even if the fabric is 100% cotton, it can be good that not everything accepts the color.

Sewn, cuffs, zipper, fabric from zipper, logo, buttons, …

Okay, a black jacket with some orange stitches is not so bad. Nevertheless, I would take a closer look and calculate.

There are also textile dyeings. Google after that. But whether it’s worth it?
