that could be quite right. The downloaded files must also be unpacked and installed accordingly. It can be that, e.g. first the packages one to four have to be installed before package five can be downloaded.
Steam’s download servers also sometimes reach their limits. Depending on how many users just want to download updates.
Otherwise you have breaks, e.g. streaming or video, or do you really notice it exclusively on Steam? If you have problems in other places, your provider will have to check your connection.
