Hey, I got a Steam voucher card but I don't need a game on Steam, so I'd like to convert it into a Blizzard or Paysafecard somehow. The money isn't in my Steam account yet, so I just need the code to buy Blizzard credit or something. Is that possible or am I forced to buy something on Steam?

No such thing does not happen, generally goes to no shop with vouchers or credit cards.
If you still have the code, you can sell it on Ebay and buy a paysafe for it. Of course you have to go down with the price because nobody else buys, logically.
As far as I know, you can’t change this anywhere, you can only ask and hope that private individuals will exchange it for you, of course not a 1:1 course. Just look around on eBay classifieds or put the card in, you’ll surely find someone 🙂

You can buy a game and then you need to send a complaint to ask, you may not play the game for more than 2 hours and also do not buy an ingame item and once the request has been approved you have added 2 options money from Steam account or cash out as paysafe, the same problem😂🤝🏻
