Steam downloads keep crashing. It runs for a few seconds and then nothing happens again. What's causing this?

So, I noticed that my download on Steam (I'm currently downloading Ark) is much slower and more choppy than on other launchers. I download to my hard drive. I also ran a test for it with CrystalDiskMark. I've also tried closing everything except Steam and changing the download region. I've also cleared the download cache several times and set the bandwidth to not throttle. I've tried many solutions, but nothing works.

every time you empty the download cache, you remove all, already downloaded files and have to start from the start… that is not very sensible…

Your record isn’t the fastest, it seems quite fragmented…

So, ideally create an NVME on which you store the Steam Cache, then the download will go very fast…

By the way, Ark will charge about 50 GB and then have to unpack to about 150 GB, which requires computing power and drive speed…
