Steam goes to 0 Mbit at the end of the download and the download is not completed. What should I do?

Download cache empty, restart network adapter, possibly. Reinstall Steam
Try another Steam server. This can be found in your Steam settings. There you can specify a different location by testing. Maybe it helps.
