When I double click on Steam it loads briefly and nothing happens 🙁

3 indicators flashing on the motorcycle?

Hello, I replaced the indicators on my motorcycle (2014 Honda CBF125) with LEDs and installed a suitable indicator unit or relay. Now I have the problem that three indicators are constantly flashing, two of them normally and one weakly. My question is, how can I fix this? You might have started it then closed it, but the PC has not closed it “correctly” if this is the case, go to the Task Manager and search for a program that has to do with Steam, and close it in Task Manager, then simply start Steam normal.
If you’ve already restarted the PC, I can’t help sry.
Otherwise try reinstalling Steam
