Steam can't create a desktop shortcut?

I download a game, select "Create desktop shortcut" during installation, and nothing happens. When I do it manually by right-clicking, it says: "Could not create a desktop shortcut. A shortcut to this game probably already exists on the desktop." But it doesn't work. Can anyone help me?

Right-click on desktop, then display > desktop icons or try to hide hidden elements in the Explorer settings? (Indicate Explorer Options in Search, then select Hidden Files & View Folders)

Farcry 5, pubg etc. I also have steam and they are also on
