Steam: 0 bytes updates?

Hello,
I have a problem on my tower PC (Kubuntu 18.04): some games (Dawn of War II, Endless Space [Steam Play|Proton], 8-Bit Armies [Steam Play|Proton], …) always download 0-byte updates when Steam starts (even though, of course, there haven't been any updates for something like Dawn of War II!). Some other games, like Insurgency, only do this sometimes (and not every time Steam starts).
Unfortunately, this is extremely annoying.

What I have already tried:
-Restart Steam
-Restart PC
-Reinstall Steam
-Delete Steam download cache
-affected games checked for errors
-reinstalled affected games
-Updated Steam (now even to the beta because of Steam Play|Proton, but the same problem was already present with the “normal” version).
-Graphics driver updated (Nvidia 390, or previously 396)

Nothing helped. The problem doesn't occur on my other PCs with the same Steam account (Kubuntu 18.04/KDE neon and macOS High Sierra).

I've already googled it, and it seems I'm not the only one with this problem. But I haven't found a solution that helps me.

Some downloads are only downloaded in temporary files of the same name +Suffix/Prefix and only when these download caches are loaded, then the cache content is moved into the inode of the 0-byte-stub file, or is newly assigned. This means that these files only with Content displayed when the download has been completed.

The download caches can be invisible (→ leading point → is hidden in file managers by default) in the same download folder or in the “/tmp” directory. You have to check out what’s right.

This is quite normal for some games on Steam. Actually, Steam downloads the update and then the game is ready again.
