I would like to know how to access the middle tier at StarlightExpress in Bochum. Can someone with slight mobility restrictions access the seats in the middle tier? Is there a runway leading to the seats, or is there access via stairs from below? Thank you very much for your reply!

Access is via the road. There are small stairs. Depending on the limitation and support, this is possible.
As far as I remember, there are also folders that make sure everyone arrives at the right place.
