SSD M.2 is not recognized?

I cloned everything from the old SSD (128GB) to an HDD.
I now boot the PC with the HDD and the new SSD card plugged into the mainboard to clone the contents of the HDD to the new SSD.
But now the new SSD isn't showing up anywhere, why?

In Winows in Partition Manager, format the new hard drive on NTFS and then assign a drive letter.
Old plate on the new clons, drive down computer, clamp old SSD and boot from the new ones. Should work.
