Share storage capacity among individual users and deny access to other hard drives?

I have the following problem: I have two hard drives, each with 1 TB, in my PC, but I would like to create another user who has no access to one hard drive and only a certain amount of free space on the other.
As far as I know, you can divide the storage capacity between users when booting a hard drive, but is that also possible afterwards?
I'd simply like to add another user who doesn't require much storage and doesn't have access to my files. Of course, I could also create a new volume using Disk Management and simply assign it to the user. But I don't know how to do that.

First, if you apply a user without admin rights, he only has access to the file in his profile (own documents, images, etc.).
Secondly, for the second HDD, you should deal with the processing of NTFS rights – ideally first on a craft computer where you can’t break anything.
