Spam call with image transmission – how does it work?

I received a spam call that displayed a picture of the caller when it rang. How is this technically possible? So, the call isn't logged in the phone's history. What protocol allows this?

When calling WhatsApp, the caller determines what he passes on. The name behind the "Tildenzeichen" is the name that the caller.selsbt has set and the profile image has probably released for everyone.
