20 MB is quite a lot. Many mail providers limit their mailboxes to 10 MB and when trying to send a mail with larger attachments, there is an error message. Not your Outlook, but the mail provider or the mailbox of the recipient is responsible for the error message that tells you that such large attachments are not accepted.

If the mail has been sent successfully, everything has also arrived.

No. However, a 20 MB mail is sent. Also with attachments. That the mail arrives is also very likely. But not 100% safe.
