Should one use the genitive or the dative here?

2. It's a matter of luck.

In my opinion, the second version sounds much better, but everyone has always told me that it is better to use the genitive in such cases.

This is – in your case – not a question of the case, but whether you prefer the noun “Glück” with the preposition instead of a genitive attribute. of a. The of the Dativ follows, if you like, is rather coincidence.

Dativ. Though one tends to genitive. But “A question of Glueck or Random” is a novel by D.Barberies. Certainly some editors have already thought.

Since the Dativ enjoys increasing popularity, no one will put you publicly. Much worse than your example, I find formulations like “because of the weather”.
