Soldier boots and heat?

Are these special boots made especially for heat or do they not care about the heat because they are soldiers?

The shoes (called mountain boots) I had received in the 90s were actually suitable for any weather. And aren't small to get, I'm still wearing those today because best trekking shoes ever.
I've never been paying attention to it, but they're already warm when it's hot and you're marching, but then you have other problems than warm boots.
The battle boots of the Bundeswehr were always ideally warm and comfortable at least in the 80s.
-15° to +35°C no problem at all.
