If a whole sentence follows or a noun or literal speech, you write big. Otherwise small.

Example:

There was only one problem on the trip: the bad planning.

There was only one problem on the trip: He was badly planned.

Yeah, after a double point, you always write big. Doesn’t mean double PUNKT without a reason.
