A tip is actually only a piece of rolled cardboard that gives the glow stem a little stability and prevents tobacco (or other) from getting into the mouth when pulling. Pollutants are filtered virtually zero.

Activated carbon filters are somewhat better in filtering. Not that the smoke would be healthy. It is, of course, still very harmful.

As fast as such filters break down depends on what exactly these are. This can be different from manufacturers to manufacturers. They should not be thrown away even if they are broken down in a short time. Because the filtered-out pollutants contained therein are not only harmful to oneself, but also to the environment.
