Yes, that is definitely forbidden. And unauthorized access to kindergarten should not be possible. The personnel are responsible for implementing these rules properly.

That there are kitas where this is possible, the unauthorized simply can get in and no one is watching, would make me restless. The kitas in our area are all secured that you only come in when you ring and not at all. Because not everyone who just walks in is just to look there but to make other things: stealing, kidnapping etc.
