I heard ( no idea if this is true ) that if you have a monthly ticket in Essen, you can use a scooter for 30 minutes free of charge… but you have to be registered (with your ticket)

There are scooters all over the city. You can locate them using the app and then activate them (to ride them). You first top up your credit in the app, as each ride costs you something. Once you've activated a scooter, you can ride it until you either get tired of it or set a time limit for you to stop riding. Once you're done, you have to park it correctly and, in my experience, take a photo to confirm that you parked it correctly. Then it's deactivated and available to others again.

They are now standing around everywhere, sometimes even on the street. The app would at least make it possible to find out who last used it.
But even this doesn't stop some people from adjusting their scooters or even throwing them into the water. Find out how many e-scooters are in the Rhine and then learn about the environmental impact this has.

Yes and no. Just buy one, then you won't need an app and the thing won't be lying around on the sidewalk.
