Service instructions? How does that work?

The work instructions are always in the boss's office.

Are employees legally allowed to access the work instructions at any time? Or does the supervisor always have to be informed when they are handed out?

I know it as an addition to the work contract, for each employee a personal copy to be read at any time.

Or keep freely available e.g. in the intranet.

Rather, however, it is called work instruction because service instructions are actually only in public service. But it’s probably called in the popular mouth.
