So, I failed the eye test and have now received new lenses with a new prescription that should help me pass the test. However, I'll be getting the new lenses later than my application deadline. So I wanted to ask if I can submit the eye test to the service center afterward and still have the application processed.

No. You can only submit the application if all conditions are fulfilled. They have something better to do than go after people who want to submit their documents 7nd if necessary “forgot”.
If you have the opportunity to call at the service center, I would do this at your place and ask the question there. Then you’re on the safest side.
