Especially in India, many tourists and children die because of food poisoning because of these food stands.

In India, much more than we are used to. Such high standards such as food control or so there is not enough. And the licenses? Now I can imagine you don’t really need any or it’s not controlled. Or just a little. If the store is dense he is open again a few days later – maybe a few meters further
