Scooter starts hard?

-Can only be kick-started because the electric starter is defective.

-When cold, it starts poorly and sometimes doesn't respond properly to the accelerator, and occasionally stalls when accelerating. The carburetor has been completely cleaned, and it gets enough fuel. The spark plug is also OK. It can be driven occasionally. It misfires, and gasoline comes out of the exhaust.

Could it be the fuel-air mixture or what do you think?
