Scooter starts but no power reaches the drive wheel?

Hi, I filmed everything and I hope the question is not filtered because of that.

I ride a Benelli 491 Minerelli horizontally.

I looked at the Vario and everything is fine. I suspect it's the carburetor but I don't know what. The jets are clean and the throttle cable is correct.

I emptied the float chamber and it worked for a short time. Is it the float chamber that's not closing? But shouldn't anything work then? I'm desperate. Is anyone out there who's had this problem? The carburetor is new, and the scooter is driven 6km to work every day.
