Scooter runs almost 70 with old ABE?

My girlfriend bought a used Aprilia scooter. After the purchase, on the way to the gas station, she noticed that the scooter (with a 1999 ABE) was traveling at just under 70 km/h according to the speedometer.
What's the situation now? She only has a Class B driver's license.
The seller assured that nothing had been changed on the scooter and that it was already running fast from the factory with the original papers (which are included).
