Scooter revs very high, but only goes around 20 km/h?
My 45 km/h scooter accelerates quite well when accelerating, but only up to about 20 km/h. After that, it stops accelerating, but the revs still increase. What could be causing this?

Disassemble, look where it hangs and rework or replace the defective part. Because of your choice of words, it seems to me that you don't know how a roller gear from the inside looks and also have quite little experience in disassembled and functionally reassembled engines and gears.
