Only if you take children’s chocolate. The “milk” means that the proportion of cocoa is virtually reduced: the brown has 40% (if I have it right in my head now, but since the white mass is larger it is then overall less

A “chocolate” that has only 20% cocoa content you will not find because this cannot call chocolate

even in the cocoa regulation:

This specifies that at least 20 percent cocoa butter must be present in white chocolate. However, as it has a lower cocoa content than 25 percent, it is not referred to as “chocolate”, but as “white chocolate”.

So a chocolate with 20% cocoa content should not be called chocolate anymore.

but that would come closest to what you want.
