Russian program with strange “symbols” or language. How can I change that?

I installed the program online for my mother. However, it's not displayed in any language, just in random symbols. The language in the program itself has already been changed to Russian, but the symbols are displayed like this (see image). If you set the language to English, it works. However, it has to be in Russian.

I hope someone can help me

It seems to be a really very old Windows program from the 90s.

The old Cyrillic fonts, which do not have UTF-8 Unicode coding, are shown exactly in a Latin version of Windows. Windows doesn’t recognize them and gives such a crap.

For the correct functioning of the program, in the case the cryogenic or Russian version of the MS Windows specified in the minimum requirements is required. I don’t know another way.
