I have a Rex RS460, built in 2009. It originally runs at 50 km/h. It did so until a few days ago. Then it suddenly started accelerating and running at almost 70 km/h in a straight line. It also doesn't let off the gas on its own. What could be causing this?

Both of my levers broke, and I was stopped… I have to pay €170 each. My question is, since they broke at the factory-designed break point, are I not allowed to continue driving and the fine is not avenged.
On my scooter, the exhaust is attached to the cylinder in such a way that there's a gap of about 0.5 cm between the cylinder and the manifold. The scooter normally does 70 km/h, but now it's only doing 40 km/h. Could the loss of power be due to the manifold being loose?
