Scooter goes 45 km/h with new carburetor despite 25 throttle?
The carburetor on my scooter wasn't working properly (the engine would simply die at full throttle). I installed a new carburetor and the scooter runs really well now, but the problem now is that it's going faster than the speed limit. I'm not sure if it makes sense to buy a new CDI. The scooter is a Pegasus Sky 25 and has an electronic throttle.

Can it be that the throttling is defective as you have “rebuilt” your scooter?
