Even 20 years old, no Tüv, with rust and technical deficiencies, you currently pay €1000.

For 2000€ you can find what drives and with luck does not make any problems for 2 years.

Small tip: With the purchase costs in this area, the risk is very high that soon more expensive repairs will get to you.

Rust, various wear parts, coupling, …

Personally, it would be better to pay a little more for the car while buying it and hopefully to keep the maintenance costs lower.
