Reset iPad without password?

So, when the coronavirus pandemic started, I had to buy an iPad because of online classes, etc. I stopped using it after almost a year of homeschooling and recently found it because I need it for future distance learning. My problem is that I forgot the password and entered it incorrectly so many times that it's now completely locked, and it tells me to connect it to iTunes. But I have an Android phone and no PC, and since I can't access the iPad, I can't connect it to my Wi-Fi to connect it to the "iTunes" app for Android and try to unlock it that way.

If I have to take it to a store, will it cost anything to have it reset?

And do you think that if I take the iPad to a place where I've already been connected to Wi-Fi, it will connect automatically and I can then try it out using this app?

You need iTunes on the PC, with the Android app it doesn’t work.

There is no iTunes app for Android.

Whether WLAN costs anything in the store, you can find out in the store. A help in the Apple Shop will certainly not be free.

The iPad will not connect to any WLAN as long as it is locked. You must connect it to iTunes on your PC or finder on a Mac. By cable.
