I'm 15 years old and go to a comprehensive school in North Rhine-Westphalia. There's a school holiday in two weeks, but I probably have five Fs on my report card. Do I have to repeat? Or is there a retake exam I can take, and if I pass it, I don't have to repeat. And if I transfer to a school in Lower Saxony, do I have to repeat there as well, or will I be placed in the 10th grade?

I think you'll only be able to move up to the next grade in another federal state if it's stated on your certificate from the previous state. However, the definition of "next grade" can vary, for example, if you switch between G8 and G9.

If you get a 5 in a minor subject, you'll be promoted. If you get a 5 in your major subject, you'll have to take the retake unless you can compensate for the 5 with a 3 in your major subject.

If you get five Fs, it doesn't make sense for you to go to 10th grade because it's difficult and you won't be able to cope. Therefore, it's better if you repeat the year.

That can happen. If you repeat a grade in the new school year, it's like a fresh start for you. A normal student might then become a good student.
Unfortunately, you've fallen behind in your grades. That's a shame, but it happens. It's better if you take a step back, repeat the class, and then be able to complete the 9th and 10th grades with renewed strength and get a good secondary school diploma. Then you'll have good prospects for a decent education.
