Registration without a purchase contract?

Hello, I have a small request. I went to the registration office today because I want to register my Simson. The people there told me I need a purchase agreement. My problem is that I don't have one, so my question is, can I register it without one, and do I have to get one?

50 cc is an insurance number, since the road traffic authority has nothing to do with it, it is available from the insurance company…for that the chassis number and your data are sufficient

You just need a small insurance license plate , which costs about 70 euros and has to be changed once a year in spring.

you do NOT have to go to the registration office.
