Red eyelids?

I've been using the Lashcocain eyelash serum for a year, and since then, my eyelids have been very red, and the lower waterline under my eyes has been very red. My eyes water and burn. I stopped using it about six months ago, and the redness on the outside of my eyes hasn't gone away. I've been using the Sins'n Lashes eyelash serum for about a month now, and I'm trying that instead of Lashcocain. Does anyone know how I can get rid of the redness?
I would be very happy for a helpful answer and it would help me a lot :)))
