Carbon dioxide CO2 dissolves mainly as a gas in water H2O, which is referred to as carbonic acid by the way. However, only a very small part of this really reacts to carbonic acid H2CO3.

From Wikipedia: In the laboratory, carbonic acid (in the narrower sense) was produced as pure substance. At low temperatures and with absolute absence of water or metal ions (both strongly catalyze the decomposition reaction to carbon dioxide and water) the carbonic acid H2COUNTRY3as water-clear, colorless liquid.

It dissolves for the first time. Then a very small part reacts further to carbonic acid. What is referred to as carbonic acid in beverages by the language is only dissolved gas.
