Quotation marks below don't work?

I can't type quotation marks below. No keyboard shortcut works, neither with Alt nor Shift nor with 0132 or anything like that. Nothing works. It's also in German. Still, it doesn't work automatically. Even Google searches don't work. I don't want to keep going online and copying the character. How do I type quotation marks below?

Normal, if you set Word in German, it goes by itself. Or have you?

Click on the File tab and select Options there. Here you will find the “Autocorrect Options” button under “Document Check”.

Activate in the opened window replace the checker next to “right” quotation mark with “typographic”.
