Hello, I'd like to host a game jam for my game and then publish it on Steam (I'm aware that I'll have to pay $100 for it), but my question is whether I'm allowed to publish the game on Steam later or not? If so, which site would you recommend?

There is actually no game jam that takes away your rights in the game.
It is only important that you really have the rights to play. Doesn’t mean stolen assets, no music you can’t use and so on.
In addition to steam, I would recommend itch.io because you also save the money. And remember, as soon as you don’t get the game for free, there’s a profit plan ahead and you better talk to a lawyer/tax consultant beforehand to secure you.
