Program to create anime-like video scenes for a video game?

Well, the title actually sums it up quite well.

I'm looking for a program with which I can create animations in anime/cartoon style.

I would be happy if you could give me some examples that you like and of course also what you like best and if possible a short summary of why I should choose which one.

I have a graphics tablet from XP pen and it would be nice if the program was compatible with it.
