Problems with UPS and customs – I need help!?

I hope someone can help me here because I'm really desperate. My problem is this:
I'm supposed to receive a package via UPS. It's a gift from my boyfriend, which he sent from the USA on October 13, 2024. It's been in storage in Cologne since October 22, 2024. Unfortunately, customs inspected it and rejected it because of a lollipop. I received this notification on November 29. I also received a letter from the Cologne main customs office. I called there and was told that the lollipop had been removed and the rest of the package was ready to be sent. However, I would have to apply to UPS to register the package. I've called them several times since December 4 and was told I'd get a call back within 24 hours, which never happened, which is why I kept calling and emailing. On December 4, I also received an email stating that storage fees of €7.14 per day + 19% VAT would be added. I called several times for this reason, but was always forwarded and never received any help. It's now over €60. Now I've been told that the package can't be forwarded for "certain reasons" (says UPS) and that I have until December 28th to choose between these two options:
1. I refuse to accept the package (rejection of delivery), the package will be returned (if all this is true and it's not fraudulent, as we hear a lot about UPS fraud), and I have to pay the storage fees. My friend would also have to pay a return shipping fee of €30.
2. I'm requesting the package, but my friend would have to submit a detailed description of the goods and their value. Nevertheless, there could be problems with customs, which could cost me up to €500.
I've even offered UPS the opportunity to pick up the package personally to avoid further costs and delays, but I haven't received a clear answer. I'm afraid I'll end up with extremely high costs, or receive nothing at all, or even have the package thrown away.
Additionally, I've read a lot online about allegations of fraud against UPS and am unsure if everything is above board. I just want my package, but it's getting more and more complicated and expensive.
Have any of you had similar experiences? What can I do to resolve the issue?

UPS hat ganz sicher nichts mit Betrug zu tun.
Da dein Freund eine detaillierte Warenbeschreibung machen soll vermute ich dass er da geschlampt hat. So etwas endet dann oft in Problemen beim Import, wie du ja gerade erlebst.
Da ein “Lolly” nicht verboten ist vermute ich mal dass dort etwas drin ist was nicht erlaubt ist.
Wenn du mit UPS Kontakt hast schreibe dir immer Namen und Tel. Nr. auf. Jemand im System kann dir am besten helfen. Frage immer ob du mit der richtigen Person sprichst, oder ob jemand näher am Problem sitzt.
Lagergebühren fallen an, nett gefragt kann man aber auf Kulanz hoffen.
Ich hab am Telefon gefragt, mir wurde gesagt, dass es keine Lagergebühren gibt, dafür aber Importgebühren. Und danach wurde ich weitergeleitet und sollte innerhalb 24h angerufen werden, was halt nie geschah. Eine detaillierte Warenbeschreibung mit den einzelnen Preisen hat mein Freund schon gemacht, als er das Paket neu abgeschickt hat🤷🏻♀️
Schreib dir immer Namen und Tel. Nr. auf. Sonst bist du noch bis Ostern in der Warteschleife. UPS ist super wenn alles glatt geht, aber wenn nicht dann wird es schnell sehr komplex.
