Postbank P-account – money cannot be withdrawn. Why?

I have an account with Postbank. A few months ago, I set up a P-Konto (private partnership account) because a garnishment was pending. Aside from the fact that the setup was a disaster (once again, no one was responsible) and took almost three months, I now have the following problem…
I have an allowance of €1,400.
I was able to withdraw €800, so I still have €600 left. I haven't been able to withdraw this amount for weeks, even though I haven't paid anything by direct debit and no debits are pending. What could be the reason for this?

Not with P account. But the postal bank is notorious for such trouble. An acquaintance has a savings account and no problems. I’m guessing to change!
