Theoretically, I did once when I was not 16. But your parents must fill out a form by authorizing the person to take responsibility for you at the concert. Prints are usually available on the Halle website

If you are not 16 on the day of the concert, of course you need one. You could of course play high and hope they don't control it and go without a companion

Only for clarification: Persons entitled to care are only the persons to whom the right of care is granted by law. Generally, these are the parents, sometimes also an officially appointed supervisor. The right to take care of persons cannot be transferred by the parents and no one can be "enslaved" by the parents to the person concerned.
