The pH is always the negative decadent logarithm of the H3O+ ion concentration.
Analogously, the pOH value is still the negative decadent logarithm of the OH-ion concentration.

The following applies:

pH + pOH = 14

(a) means:

pH = -log([H3O+]) = -log(2*10-3 mol * L−1) = 2.7

(b) means:

pOH=-log([OH-])=-log(4*10-5 mol * L-1)=4,4

pH + pOH = 14

—> pH = 14 – pOH = 14 – 4.4 = 9.6
